Minutes of York Meeting

Minutes of the second session of the twentieth Council (52nd annual meeting), held in St. William’s College, York, on Whitsun Tuesday, June 7th, 1949.

The Dean (the Very Rev. E. Milner White) extended a very warm welcome from the Minster and the Chapter, which was suitably acknowledged by the President, who presented the Dean with a copy of “The History of the College Youths.” At the request of the President, the Dean opened the meeting with prayer.

REPORT AS TO MEMBERSHIP.

The Hon. Secretary reported a membership of 168, being 148 representatives and 20 honorary, made up as follows: 24 Associations entitled to four representatives, 5 to three, 13 to two and 11 to one.

The variations from the previous year were the St. Martin’s Guild from one to two members and the Southwell Diocesan Guild from two to three members.

No affiliation fees were in arrear.

On the instructions of the Standing Committee three names appearing on the roll under the Middlesex Association were deleted, the elections not being in accordance with the rules of the Council.

ELECTION OF HONORARY MEMBERS.

The retiring member, Mr. W. Rowe, together with Mr. C. W. Roberts, recommended by the Standing Committee, were elected on the proposal of Mr. G. W. Fletcher, seconded by Mr. J. F. Smallwood.

LOSS OF MEMBERS THROUGH DEATH.

The President formally reported the death of the following: Canon C. C. Marshall, R. H. Brundle, G. P. Burton, H. Chapman, T. Groombridge, jun., and G. Williams. Tributes were paid to Canon C. C. Marshall by Mr. P. J. Johnson, and to Mr. George Williams by Mr. G. Pullinger. The members stood in silence as a tribute to their memory.

MINUTES OF THE LAST MEETING.

The Secretary reported that in the printed copy the name of Mr. A. Relfe, East Grinstead Guild, had been omitted and moved that with this correction the minutes as published be taken as read and be approved. The motion was seconded by Mr. F. I. Hairs and carried.

REPORT OF THE TRUSTEES OF THE CARTER RINGING MACHINE.

Adopted on the proposal of Mr. A. A. Hughes, seconded by Mr. A. Walker, with approval of the action taken by the Trustees in removing the machine from the Museum for repairs, and thanks to Mr. B. Price and Mr. D. Hughes for the work they had done and are doing.

REPORT OF THE STANDING COMMITTEE.

The Standing Committee reported that consideration had been given to the agenda, particularly in regard to the report of the Rules Sub-Committee, and recommended that the Council discuss the suggestions made to assist the sub-committee in their task of revision. The committee also reported that the sub-committee appointed to consider Decisions of the Council had presented an interim report and that a member had now been found to undertake the work in compiling the Roll of Honour. The report was adopted on the motion of Mr. G. W. Fletcher, seconded by Mr. F. W. Perrens. The suggested new rules were discussed at length.

REPORT OF THE PEAL COLLECTION COMMITTEE.

Adopted on the proposal of Mr. G. R. Newton, seconded by Mr. C. W. Woolley, with thanks to Mr. Stephen Hoare, of Watford, for his assistance. The recommendations of the committee that the late Gabriel Lindoff’s collection of peals of London Surprise be not published as a broadsheet, and that the committee proceed with the production of a collection of peals of Royal and Maximus were accepted.

REPORT OF THE METHODS COMMITTEE.

Adopted on the proposal of the Rev. K. W. H. Felstead, seconded by Mr. F. W. Rogers. Regarding the collection of Surprise methods prepared by the previous committee, the Standing Committee recommended that if copyright be claimed it be not recognised, and that Mr. E. C. S. Turner, the remaining member of this committee, be asked to deliver up the manuscript to the hon. secretary. On the proposal of Mr. G. W. Fletcher, seconded by Mr. R. S. Anderson, the recommendation was adopted.

REPORT OF THE PEAL ANALYSIS COMMITTEE.

Adopted on the proposal of Mr. C. Dean, seconded by Mr. W. Ayre. It was further resolved that any peal which does not conform to the present Decisions of the Council be ruled out, proposed by Mr. F. W. Rogers, seconded by Mr. F. W. Perrens.

REPORT OF THE TOWERS AND BELFRIES COMMITTEE.

An interesting verbal report by Mr. E. H. Lewis was adopted on the motion of the President, seconded by Mr. H. W. Rogers. The Standing Committee’s recommendation that six copies of the President’s book devoted to the calculations of horizontal forces be prepared for distribution to scientific bodies and the British Museum, at the discretion of the officers, was adopted on the proposal of the Hon. Secretary, seconded by Mr. H. W. Rogers.

REPORT OF THE PEAL BOARDS COMMITTEE.

Owing to changes in the constitution of the committee no report was presented. The Standing Committee recommended that the remaining members of the committee be asked to appoint a new convener, to obtain the papers at present in the hands of Mr. W. G. Wilson, who had resigned, and to co-opt Mr. J. W. Clarke, of the Chester Guild. The recommendation was adopted on the proposal of Mr. G. W. Fletcher, seconded by Mr. F. E. Dukes.

REPORT OF “THE RINGING WORLD” COMMITTEE.

Adopted on the proposal of Mr. G. W. Fletcher, seconded by Mr. F. I. Hairs. The action taken by the Hon. Secretary in submitting the accounts for audit to a member of the Institute of Chartered Accountants was approved.

On the motion of Mr. G. W. Fletcher, seconded by Mr. A. Walker, the recommendation of the Standing Committee that the price of the paper be increased by one penny per week, with certain concessions to postal subscribers, was adopted.

MOTIONS.

It was proposed by Dr. E. S. J. Hatcher, seconded by Mr. G. W. Fletcher and resolved: “That this Council undertakes to review the principles of method structure with the purpose of adopting criteria for the recognition of the extended form of a basic method.”

It was agreed that this resolution be passed to the Methods Committee.

PLACE OF NEXT MEETING.

On the proposal of Mr. F. H. Dallaway, seconded by Mr. H. J. Poole, Eastbourne was selected. Mr. J. Bray invited the Council to visit Lincoln in 1951.

VOTES OF THANKS.

On the President’s motion, grateful thanks were accorded to the Dean, the Yorkshire Association, its president and officers, and Mr. George Horner and York company for arrangements, tea and hospitality, and the incumbents of the many churches for the use of bells.

Thanks to the President and officers were expressed by Mr. R. S. Anderson.
