MINUTES OF THE BRISTOL MEETING, 1955

MINUTES of the second session of the twenty-second Council (58th Annual Meeting), held in the Chapter House, Bristol, on Whit Tuesday, May 31st, 1955.

A welcome was extended to the Council by the Dean of Bristol and by the Master of the Gloucester and Bristol Diocesan Association. The thanks of the Council were expressed by the President.

REPORT AS TO MEMBERSHIP

The Hon. Secretary reported that 54 Associations were affiliated entitled to 150 members. The Rules provided for 24 Honorary Members and there were 7 Life Members, making a total membership of 181. There were vacancies for one Representative Member and five Honorary Members. All affiliation fees had been paid except those of the North Wales Association.

TELEGRAM TO MR. E. ALEXANDER YOUNG

The President read a telegram of congratulation sent by the Secretary to Mr. E. Alexander Young, formerly secretary of the Council, on the occasion of his 90th birthday on May 20th.

ELECTION OF HONORARY MEMBERS

No elections or re-elections were made.

LOSS OF MEMBERS THROUGH DEATH

The President reported the death of the following former members of the Council, the members standing in silence: Messrs. J. W. Milner (Chester) and F. Warrington (Ely).

MINUTES OF THE LAST MEETING

The Minutes as published in "The Ringing World" of April 8th, 1955, and circulated to members, were adopted subject to the substitution of Mr. J. Segar for Mr. C. Glenn in the list of new members presented to the President.

ALTERATION TO RULE 4

On the proposition of Mr. E. A. Barnett, seconded by Mr. F. I. Hairs, Rule 4 (Section ii.) was amended by inserting the words "Non-Territorial" between "the" and "Societies." The Section to read "The representation of the Non-Territorial Societies now affiliated to the Council shall be as specified in the Schedule to these Rules unless modified on application to and by permission of the Council."

MOTIONS

(a) The following motion was proposed by Mr. C. K. Lewis, seconded by Mr. E. A. Barnett, in lieu of motions (a) to (g) inclusive on the Agenda paper, with the agreement of the respective proposers and seconders and with the consent of the Council:-

"That this Council, while not encouraging the ringing of peals which are not in accordance with its decisions, resolves to recognise all true peals rung in conformity with the conditions laid down for peals in 1951 (see 'The Ringing World,' page 187, in the issue of March 25th, 1955), as subsequently amended; except that the Council is not prepared to recognise any peal rung to surpass a previous peal in length, number of methods, or in any way which does not comply with its rules and decisions."

Mr. N. Chaddock proposed, and Mr. J. T. Dunwoody seconded, an amendment to delete all after the words "as subsequently amended."

This was carried.

The motion, as amended, was carried.

(b) Proposed by Mr. E. A. Barnett, seconded by Mr. C. K. Lewis, and carried:-

"That such decisions made by the Council since its inception as have not previously been rescinded or superseded be now rescinded, and that the decisions as presented to the Council at this meeting, or as have been amended thereat, be substituted and incorporated in the Council's Handbook."

PLACE OF NEXT MEETING

On the proposition of Mr. R. S. Anderson, seconded by Mr. F. H. Dallaway, it was agreed that the invitation to visit Leicester in 1956 be accepted.

The Secretary reported that an invitation had been received from the Irish Association to visit Dublin in 1958. It was agreed to defer a decision until the 1956 meeting.

NEW COMMITTEE

Mr. R. S. Anderson proposed, Mr. H. J. Poole seconded, and it was agreed that a committee be appointed:

(a) To consider nominations for the position of President, and to make a recommendation.

(b) To consider and submit to the Council suitable designs for a badge of office for the President.

(c) To consider the appointment of a vice-president of the Council.

(d) To alter any rules that are necessary. It was agreed that the committee should consist of three members of the Standing Committee, to be nominated by that committee, and three other members, Messrs. P. A. Corby, J. A. Freeman and T. J. Lock.

VOTES OF THANKS

A vote of thanks to the President was proposed by Mr. R. S. Anderson, seconded by Mr. H. Miles, and carried with acclamation.

On the motion of the President, the thanks of the Council were expressed to the Dean and Chapter of Bristol for the use of the Chapter House; to the Dean for officiating at Holy Communion that morning and for his welcome later in the morning; to the Master of the Gloucester and Bristol Association (Mr. C. R. Harding) for his welcome; to Mr. F. Skidmore (Secretary of the Association) and the Reception Committee for local arrangements; and all incumbents and steeplekeepers for the use of their bells.

A civic reception was afterwards given by the Lord Mayor and Lady Mayoress at the Red Lodge.
