The Devon Association and the Swansea & Brecon Diocesan Guild were not represented.

Report as to membership:

The Hon. Secretary (Mr. C.A. Wratten) reported that 66 societies were affiliated, with 174 representative members on the Council. There were eight Life members, and 21 Honorary members (of 24 allowed under the Rules).

All subscriptions had been paid.

Apologies for absence:

Apologies for absence had been received from Messrs. F. Perrens and E.C. Shepherd (Life), D. Hughes, J.R. Mayne and P. Sotheran (Honorary), and Miss F. Cannon and Messrs. B.C. Bass, J.T. Dunwoody, R.E. Hardy, S.F. High, D.C. Jackson, W.H. Jackson, and J.R. Pratt (representative members).

Apologies had also been received from two Committee chairmen, who although no longer Council members, had hoped to be present to give their committee reports - Messrs. M.C.W. Sherwood and B.D. Threlfall.

Application to affiliate to the Council:

The President (Mr. P.A. Corby) said that he had been notified that an application from the Cumbrian Association was not being pursued.

Welcome to new members:

The President welcomed the new members present (indicated by a * in the list of those attending).

Loss of members through death:

Members stood in silence while the President read the names of those who had died since the last meeting: W.J. Davidson (Durham & Newcastle, 1933-48), B.F. Sims (Bedfordshire, 1955-60), B.G. Election of Officers:

President: P.A. Corby was elected on the proposition of A.W.R. Wilby, seconded by S.C. Walters.

Vice-President: Revd. Dr. J.C. Baldwin was elected on the proposition of W.F. Moreton, seconded by E.A. Barnett.

Hon. Secretary & Treasurer: C.A. Wratten was re-elected on the proposition of F.E. Dukes, seconded by Mrs A. Newing.

Hon. Librarian: W.T. Cook was re-elected on the proposition of S.C. Walters, seconded by A.W.R. Wilby.

Election of Life Member:

W.B. Cartwright was elected a Life Member of the Council on the proposition of C.A. Wratten, seconded by H.W. Egglestone.

Election of Honorary Members:

M.J. Church, A.J. Frost, D. Hughes, Miss J. Sanderson, R.B. Smith, R.F.B. Speed, M.C.W. Sherwood, B.D. Threlfall, J.M. Tyler, W.H. Viggers and Mrs M.A. Wratten were individually elected Honorary Members.

Election of Honorary Auditors:

M.J. Church and E.G.H. Godfrey were elected Hon. Auditors.

Minutes of the previous meeting:

The Minutes of the 1983 meeting, published in The Ringing World of 16 March 1964, amended by the addition of H. Chant to the list of Honorary Members present and of H.T. Rooke (Southwell DG 1951-3, 1966-9) to the list of members who had died, and by the substitution of T.F. Collins for B. Castle in the list of Salisbury DG representatives present, were adopted on the proposition of C.A. Wratten, seconded by C.J. Groome.

Report of the Hon. Secretary:

Adopted on the proposition of C.A. Wratten, seconded by F.E. Dukes. Mr Dukes thanked the Hon. Secretary and his wife for their work for the Council.

Balance Sheet and Accounts:

Report of the Trustee of the Rolls of Honour:

Adopted on the proposition of W.T. Cook, seconded by C.J. Groome. Mr Cook was re-elected Trustee of the Rolls.

Report of the Trustees of the Carter Ringing Machine:
(RW Supplement 3 August 1984)

Adopted on the proposition of A.E.M. Bagworth, seconded by W.H. Dobbie.

Motions:

(a) R.J. Cooles proposed, and C.A. Wratten seconded, the following change to the Rules of the Council:

‘In Rule 11 the words “except ‘The Ringing World’ Accounts, provided that they shall be entitled to examine the audited accounts of ‘The Ringing World’ in so far as is necessary for them to discharge their duties” be deleted.’

The motion was passed.

(b) C.A. Wratten proposed, and H.W. Egglestone seconded, the following changes to the Rules of the Council:

‘In Rule 13, sub-paragraph (x) be deleted, and the remaining sub-paragraphs renumbered accordingly;

In Rule 14 the words “, consulting where appropriate the Chairman of ‘The Ringing World’ Committee” be deleted;

In Rule 12(iii) the words “(d) The Chairman of the Board of The Ringing World Limited” be inserted.’

The motion was passed.

(c) H.W. Egglestone proposed, and C.A. Wratten seconded,

‘That the following be inserted after Rule 7, and subsequent Rules be re-numbered accordingly:

“8. All Members of the Central Council as shall from time to time consent in writing shall be entitled to be members of The Ringing World Limited”.’

After the proposer and seconder had agreed to the deletion of the words ‘be entitled to’, the motion was passed.

The Ringing World

Adopted on the proposition of H.W. Egglestone, seconded by C.J. Groome.

Peals Analysis
(RW Supplement 3 August 1984)

Adopted on the proposition of F.B. Lufkin, seconded by C.H. Rogers, with the inclusion of the peal at St. Mary’s, Portsmouth, on 11 June 1983 (as proposed by C.H. Rogers and seconded by F.B. Lufkin). A proposition by Mrs G.W. Davis, seconded by R. Cater, “that the Council recognise the peal of 5000 Kent TB Royal rung on the clay bells at Liss on 31 August 1983” was defeated. It was agreed, on the proposition of C.J. Groome, seconded by A.J. Frost, that the references to two performances at Liss Campanile which had been deleted from the report circulated to Council members should be included in The Ringing World report of the meeting.

C.A. Wratten proposed on behalf of the Administrative Committee that the new committee should have six members. He was seconded by Mr Lufkin, and agreed.

D.C. Brown, D.A. Frith, D.H. Niblett, T.G. Pett, C.H. Rogers and O.C.R. Webster were elected to form the committee.

Records
(RW Supplement 3 August 1984)

Adopted on the proposition of D.E. Sibson seconded by F.T. Blagrove. Propositions that a peal of 8000 Spliced Surprise Major rung by the Ely DA on 2 October 1983 be recorded as one in 500 methods (proposed by A.P. Smith and seconded by B. Peachey), and that the Committee should consider further how the peal should be recorded (proposed by C.J. Groome and seconded by J.R. Taylor) were both defeated.

Mrs A. Newing proposed, and B. Peachey seconded, that the committee be asked to consider a different and more appropriate name for the method rung to a peal by the University of London Society on 26 September 1983; but Mrs M.J. Wilkinson proposed, and C.J. Groome seconded, next business, and this was agreed.

F.T. Blagrove, D.C. Brown, J.R. Mayne, D.E. Sibson, and C.A. Wratten were elected to form the committee for 1984-7.

A.W.R. Wilby proposed, and S.C. Walters seconded, that the committee be invited to consider widening the scope of its work beyond Council members, and to report back to the Administrative Committee, and this was agreed.

Towers and Belfries
(RW Supplement 3 August 1984)

Adopted, subject to the deletion of the words “nor are necessarily aware of” from its third paragraph (as proposed by G.A. Dawson, seconded by A.P.S. Berry),

C.J. Groome proposed, and A. Cattell seconded, that the committee be asked to report at next year’s meeting on the Council for the Care of Churches’ Code of Practice relating to church bells, its basis and its implications. This was agreed.

C.A. Wratten proposed on behalf of the Administrative Committee that the new committee should have ten members. This was seconded by J.R. Taylor, and agreed.

Rescue Fund for Redundant Bells

Adopted on the proposition of R.J. Cooles, seconded by M.H.D. O’Callaghan.

Future Meetings:

The Hon. Secretary reported an invitation from the Coventry Diocesan Guild for 1987, and a provisional invitation for 1986 from the Surrey Association.

G.W. Massey extended an invitation from the Bath and Wells Diocesan Association for 1990, the Association’s centenary year.

Votes of thanks:

On behalf of the Council the President thanked the Bishop of Hull and the Mayor of Beverley, the Vicar of Beverley Minster, the many incumbents concerned, and particularly the officers and members of the Beverley and District Society. He also thanked the retiring President of the Council, the Hon. Secretary, and committee chairmen and members for their work.

W.B. Cartwright thanked Mr Corby for his conduct of the meeting.
