Report as to membership:

The Hon. Secretary (Mr. C. A. Wratten) reported that 66 societies were affiliated, with 173 representative members on the Council. There were nine Life members, and 21 Honorary members (of 24 allowed for in the Rules). Possible membership was thus 206, and actual membership 203. All subscriptions had been paid.

Apologies for absence had been received from R. H. Dove, G. R. Drew, Mrs. S. M. Drew, and Canon K. W. H. Felstead (Honorary), and Mrs. M. Byrne, G. S. Deas, P. M. J. Gray, J. M. Jelley, and A. J. Poynor (representative members).

Welcome to new members:

The President (the Revd. J. G. M. Scott) welcomed P. Church (Beverley & District), J. Atkinson (Durham & Newcastle), D. J. Carr (Kent), C. Forster (Leeds University), Mrs. M. B. Winter (N. American), S. J. Coleman (Surrey), and P. A. Cummins (Truro).

Election of Honorary members:

A. Bagworth, A. P. S. Berry, W. H. Dobbie, G. R. Drew, Mrs. S. M. Drew, D. G. Thorne and Mrs. M. J. Wilkinson were elected.

Loss of members through death:

The President reported the deaths of the following past members of the Council as members stood in silence: F. J. Cullum (Kent, 1939-44; Cumberland Youths, 1959-63), G. E. Debenham (Honorary, 1939-57), P. L. Taylor (Midland Counties, 1939-44; Honorary, 1952-81), J. Hartless (Winchester & Portsmouth, 1961-75; Honorary, 1981-82), T. Wilde (Chester, 1933-36), S. Foskett (Bedfordshire, 1954-63), and F. H. Bennett (Shropshire, 1957-60).

The Minutes of the 1981 meeting, published in The Ringing World of 12 March 1982, with two amendments in The Ringing World of 14 May 1982, were adopted on the proposition of C. A. Wratten, seconded by Mrs. O. D. Barnett.

B. F. Peachey proposed, and D. E. Potter seconded, that 5040 Minor at the Liss Campanile on 25 July 1981 be not recognised as a peal. The motion was passed by a large majority.

The report was then adopted, subject to the deletion of the above performance, on the proposition of F. B. Lufkin, seconded by C. H. Rogers.

Motions

On behalf of the Administrative Committee R. J. Cooles proposed, and M. J. Church seconded,

“That a company, limited by guarantee and called The Ringing World Limited, be formed under the auspices of the Council in accordance with the draft Memorandum and Articles of Association annexed hereto, to take over publication of The Ringing World from 1st January 1983.”

After Mr. Cooles had said that the Administrative Committee would add a sentence to the appropriate Article to say that directors of the company should at all times be members of the Council, the motion was passed.

D. C. Jackson proposed, and Mrs. G. W. Davis seconded,

“That in Rule 12(iv) the words ‘of the Council’ be deleted from the end of the last sentence.”

The motion was lost.

On behalf of the Methods Committee, M. C. W. Sherwood proposed three motions,

seconded by A. P. Smith,

“That Decision (E) B.2 be altered to read:

“In Plain methods the path of the treble is a plain hunt.

(a) They are classified as Place if the path of a working bell consists only of hunting and place making, and as Bob otherwise.

(b) Double methods shall have the prefix ‘Double’ in the title. The corresponding method with no internal places below the treble shall have the same name and the prefix ‘Single’.

Notwithstanding the above, methods with the terms ‘Imperial’, ‘College’ or ‘Court’ in their title may retain these terms as part of their name.”

The motion was passed.

seconded by C. K. Lewis,

“That Decision (E) D.5 be altered by inserting (after ‘shall name the method’) the words ‘and publish it in The Ringing World within a month of ringing.’”

The motion was passed.

seconded by F. T. Blagrove,

“That Decision (E) A.3 be altered by inserting (after ‘a plain lead of another method’) the words ‘rung from treble’s lead to treble’s lead.’”

The motion was passed.

On behalf of the Joint Records and Methods Committees, D. E. Sibson proposed, and M. C. W. Sherwood seconded, two motions:

“That in Decision (D) B.2 sub-paras (b) and (c) be altered to read:

“(b) Round blocks of two or more 120s in which each of the successive blocks of 120 rows is true and complete.

(c) Round blocks in which each of the 120 different rows occurs the same number of times, and containing no round block of plain leads, or of identically called leads, in one method.”

and

“That in Decision (D) B.3 sub-para (b) be deleted and replaced by:

“(b) Round blocks of two or more 720s in which each of the successive blocks of 720 rows is true and complete.

(c) Round blocks in which each of the 720 different rows occurs the same number of times, and containing no round block of plain leads, or of identically called leads, in one method.”

After an amendment, proposed by T. G. Pett and seconded by F. T. Blagrove, to delete the words “and containing no round block of plain leads, or of identically called leads, in one method” had been lost, and a second amendment, proposed by P. Border and seconded by B. F. Peachey, that the references to 120 and 720 be replaced throughout by the word “extent”, had been ruled out of order by the President, the original motions were voted on separately. Both motions were passed.

F. T. Blagrove proposed, and B. F. Peachey seconded, that the Council should, as allowed under Rule 15, now consider the question of multi-extent peals of Triples, and this was agreed.

After discussion, D. H. Niblett proposed, and B. D. Threlfall seconded,

“That Decision (D) B.4 be amended to read:

“Peals of Triples shall be rung on eight bells with the tenor as cover and shall consist of at least 5040 true changes, rung in any combination of the following:

(a) One or more true and complete 5040s.

(b) Round blocks of two or more 5040s in which each of the successive blocks of 5040 rows is true and complete.

(c) Round blocks in which each of the 5040 different rows occurs the same number of times, and containing no round block of plain leads, or of identically called leads, in one method.”

The motion was passed.

Future Meetings:

The Hon. Secretary confirmed that invitations has been accepted for 1983 (Lichfield), 1984 (Beverley), and 1985 (Brighton), and that the Ancient Society of College Youths had invited the Council to hold its centenary meeting in 1991 in London. There had been no other invitations.

Votes of Thanks:

On behalf of the Council the President the authorities and staff of Bedford School, the Director and staff of Bedford College of Higher Education, the Vicar of St. Peter’s Church, the incumbents and ringers of the various churches visited, and the officers and members of the Bedfordshire Association.
