Nottingham Central Council Meeting

MINUTES OF PROCEEDINGS

Minutes of the 2nd session of the 26th Council (70th Annual Meeting) held at the Victoria Hotel, Nottingham, on Tuesday, May 30th, 1967.

The President, Canon A. G. G. Thurlow, was in the chair.

A welcome was given to the Council by the Lord Mayor (Councillor A. F. Roberts), the Bishop of Sherwood (the Rt. Rev. K. G. Thompson) and the chairman of the Southwell Diocesan Guild (Mr. F. W. Midwinter).

Report as to Membership.

The hon. secretary reported that 60 Societies were affiliated with 164 members. The rules provided for 24 honorary members, and there were seven life members, making a total membership of 195. There were two vacancies among honorary members. Subscriptions were all paid.

The following applications to affiliate to the Council were received: (a) The Railwaymen's Guild, (b) The Beverley and District Ringing Society. Both applications were voted upon separately and declared elected.

New Members.

The President announced that in future this presentation would take the form of reading out names, a request to stand and a welcome by the President in the name of the Council. He mentioned at the same time that the practice of making obituary tributes would cease, but the customary silence would be kept and prayers said.

Election of Honorary Members.

It was resolved that Mrs. R. F. B. Speed and Messrs. G. W. Pipe and F. A. White be re-elected.

Losses Through Death.

The President reported the deaths of the following members and past members of the Council, the members standing in silence: Messrs. E. G. Fenn (Ancient Society of College Youths, 1939-56), T. R. Dennis (Ely Diocesan Association, 1913-32), A. J. Pitman (Swansea and Brecon Guild, 1927-32; hon. member 1953 onwards), P. Page (Romney Marsh and District Guild, 1933-39), G. Pullinger (Winchester and Portsmouth Diocesan Guild, 1933-59), F. W. Lack (Ely Diocesan Association, 1951-59), J. Worth (Chester Diocesan Guild, 1951-53, 1960-62, 1965-66), T. G. Minutes.

The minutes of the Bath meeting, as published in "The Ringing World" of March 24th, 1967, and amended in "The Ringing World" of April 7th, were adopted.

Reports and Accounts.

The following were adopted:

Motions.

It was resolved that this Council deprecates most strongly the deliberate submission of false information for publication in "The Ringing World," and asks all Associations and individual ringers to do all they can to stop this practice before serious harm is caused to the Exercise and its journal.

A motion seeking to charge a fee for peals published in the present style was referred to "The Ringing World" Committee, which was instructed to report its conclusions next year.

A motion to amend Section D (8) of the Council's Decision on page 21 to read as follows:

"Peals which contain more than one method shall be called 'Spliced' provided that methods are joined in the fundamental units of which they are constructed (i.e. the leads in treble-dominated methods, the divisions in the case of Stedman, Duffield and the like). In addition where a peal qualifies as Spliced under the above definition methods may also be joined at the half-lead, provided that where this is done only one of any group of methods differing only in the places made at the half-lead or the lead-end may be used in any one composition" was referred to the Methods Committee for its consideration and report.

Future Meetings.

It was resolved that the 1968 meeting at Worcester be held on Tuesday, June 4th.

The Hertford County Association wished to bring forward its invitation for 1969. This was accepted.

Reports.

The following were adopted, subject to the qualifications where noted:

Canberra Carillon.

The President reported that, following representations from the Australian and New Zealand Association about the precise form of the British Government's gift to the Commonwealth he had corresponded with members of both Governments to try to convince them of the desirability of hanging some of the bells for ringing.

It was therefore resolved that this Council, representing all the ringers of the Commonwealth, unanimously supports the idea, that eight or more of the bells of the Canberra Carillon be hung for ringing in full circle in the English manner.

The President said that copies of this resolution would be sent to all the officials involved in the scheme.

Votes of Thanks.

The Council expressed its gratitude to the Lord Mayor of Nottingham, the Bishop of Sherwood, the chairman of the Southwell Diocesan Guild, to the Vicar of St. Mary's Church for the service of Holy Communion, and also the incumbents of all the other churches for the use of their bells. Thanks were also expressed to all the officers of the Southwell Diocesan Guild and particularly to Mr. W. L. Exton, the honorary general secretary, for all the excellent arrangements.

The members of the Council were the guests of the Lord Mayor and Corporation of Nottingham at tea immediately after the meeting.
