The Devon Association, St David’s Diocesan Guild, and Swansea & Brecon Diocesan Guild were not represented.

Report as to membership:

The Hon Secretary (Mr C A Wratten) reported that 70 societies were affiliated to the Council, with 184 representatives; the S. Derbyshire & N. Leicestershire Association still had insufficient members to be represented. There were eight Life and 23 Honorary members.

Apologies for absence:

Apologies were received from Messrs E A Barnett and W B Cartwright (Life Members), M C W Sherwood (Honorary Member), and D J Bleby, R G Fanthorpe, D Hird, A R Lewis, J W Lewis, M V Powell, R G Powell, D D Smith and B N Trowbridge (Representative Members).

Welcome to new members:

The President (Mr C J Groome) welcomed new members present (indicated by a * in the list of those attending); and also Messrs J P Ellams and A J Martin, who joined the Council in 1991 but had not previously been formally welcomed.

Loss of members through death:

Members stood in silence as the Hon Secretary read the list of former Council members who had died since the last meeting: A Ballard (Midland CA, 1945; Leicester DG, 1946-53), C J Champion (Sussex CA, 1973-81), W T Cook (ASCY, since 1963), J H Edwards (Bedfordshire A, 1963-84), F N Golden, MBE (Norwich DA, 1930-69 and 1973-78; Honorary, 1969-72), F E Haynes (St. Martin’s G, 1950-66), L W G Morris (Yorkshire A, 1939-62), F Reynolds (Lancashire A since 1966), G Tembey (Cumberland & N Westmorland A, 1966-69), and C W Woolley (Hertford CA, 1936-57). The Revd G Galley then led members in prayer.

Election of Honorary Members:

Mrs S Bianco, Messrs S J Coleman, R J Cooles, C K Lewis and M H D O’Callaghan, and Preb J G M Scott were individually elected Honorary Members.

Minutes of the previous meeting:

The Minutes of the 1991 meeting, as published in The Ringing World of 20 March 1992, were adopted subject to the addition of the names of M Quimby (Midland Counties G) and A R Smith (Suffolk G) to the list of those present, on the proposition of the Hon Secretary, seconded by A R Smith.

On behalf of the working party, A J Frost recommended that the Council

He was seconded by R J Cooles, and the recommendations were accepted.

Motions

  1. On behalf of the Administrative Committee the Hon Secretary proposed, and Prof R J Johnston seconded,

    “That the affiliation fee be increased to £6.00 per representative from 1 January 1993”.

    The motion was passed.

  2. On behalf of the Public Relations Committee Mrs S Bianco proposed, and S J Coleman seconded,

    “That the terms of reference of the Public Relations Committee be amended to read:

    ‘To establish and maintain goodwill and mutual understanding of church bell ringing between the Central Council, its officers, committees and members, bell ringers, associations/guilds/societies in the British Isles and overseas, church authorities, the media, and the general public.’”

    and, on being put to the vote, was passed.

  3. On behalf of the Methods Committee, A P Smith proposed and R Bailey seconded,

    “that the final clause of Decision (E) D.4(b) be amended to read:

    ‘any relationship covering an indefinite number of stages shall have preference over a relationship covering a limited number of stages.’”

    That the Decision on Method Extension be modified so that an extension may not increase the number of consecutive blows made in the same position. Specifically, add the following new sub-paragraph A.1(g):

    “The extension of a method must not have a bell making more consecutive blows than are made at the related position in the parent.”

    That the Decision on Method Extension be modified so that places below the treble in an extension may be related to the places when the treble is in 2-3 in the parent.

    Specifically, add the following additional constructions to sub-paragraphs A.2(c) and (d) respectively:

    That the decision on Method Extension be modified to permit static extension above the treble.

    Specifically, change the references in A.2(a) iv. from “(b)” and “either (c) or (d)” to “either (b) or (c)” and “either (d) or (e)” respectively, re-number sub-paragraphs A.2 (b), (c) and (d) to (c), (d) and (e) respectively, prefix the heading of the newly numbered sub-paragraph A.2(c), with “Expanding”, prefix the designation of these constructions with the letter “E” and add the following new sub-paragraph A.2(b):

    1. Wherever the parent has a place made immediately above the path of the treble, this characteristic must be retained in all extensions.

    2. At the treble’s lead, seconds place and any further places adjacent to it may remain static.

    After a proposal by S J Coleman, seconded by P J Tremain, that the matter be referred back to the Committee and that it be asked to consider scrapping all rules about extension, had been defeated, the motion was passed.

The President accepted a suggestion that the Administrative Committee should consider whether it was proper for the Council’s Auditors to be members of the Council.

The Committee was asked to note that F N Golden had served on the Methods Committee, and that Dean Thurlow had been a member of the Committee for Redundant Bells and of the Rescue Fund at the time of his death.

Library

Following the death of the Hon Librarian, Mr W T Cook, Miss Sanderson now chaired the Committee; Dr J C Eisel was elected to the Committee to fill the vacancy left by Mr Cook, and will act as Librarian pro tem.

On behalf of the Committee Prof. Johnston proposed, and F B Lufkin seconded, that the Council’s officers be asked to establish a small working group to consider the Library’s future and to report back. This was agreed. Later, following consultations, the President announced that the Working Group would consist of D J Jones (Chairman), Miss J Sanderson, W Butler and Dr J C Eisel, and that Mr P M Wilkinson would be co-opted to provide professional advice. Its terms of reference would be “to consider the long-term future of the Library, including its future location, and to make recommendations.”

The President also said that the Officers had agreed there was no need to elect an Honorary Librarian at this meeting; and that the Administrative Committee would be discussing the future structure of the Library Committee and the role of an Honorary Librarian, with the aim of making recommendations at the Council’s 1993 meeting.

Future meetings

An invitation from the Salisbury DG for the Council to hold its 1995 meeting in Salisbury was accepted; and one from the Essex Association for 2004 was accepted.

Any other business

Following a discussion of the role and impact of English Heritage as it affected churches, the Hon Secretary was asked to write to the Secretary of the Council for the Care of Churches expressing concern about the implication for parishes of accepting English Heritage grants; members were asked to notify the Secretary immediately of any problems encountered in their dealings with English Heritage; and the President expressed willingness for the Council to become involved in any test case between a PCC and English Heritage where the former was obviously in the right and was prepared to fight.
