(a) On behalf of the Administrative Committee, C. A. Wratten proposed and R. J. Cooles seconded the following change to the Council’s Rules:
“that in Rule 13(iv) the word ‘closed’ be substituted for ‘accepted’ in the first sentence.”
The motion was passed.
(b) W. J. Couperthwaite proposed and C. H. Rogers seconded,
“That the Records Committee be asked to examine the Council’s Decisions relating to the naming of new methods, in particular those rung in multi-method peals and to produce a report for consideration by the Council.” After the proposer and seconder had agreed to add the words “at next year’s meeting” at the end, the motion was passed.
(c) On behalf of the Methods Committee A. P. Smith proposed and C. K. Lewis seconded,
“that Decision (E) D.5 be amended as follows:
‘The band that first rings a peal of a new method or an extent in the case of Doubles or Minor, or includes it in a multi-method peal, shall name the method and publish it in The Ringing World, subject to (E) D.4 above, and to the power of the Council to change the name or leave it unnamed if it considers it necessary’.”
The motion was passed.
(d) On behalf of the Methods Committee A. P. Smith proposed and M. C. W. Sherwood seconded,
“That Decision (D) B be amended to read:
‘B. Particular conditions required for peals on different numbers of bells.
Peals of Minimus, Doubles, Minor and Triples shall be rung on four, five, six and seven bells respectively, or on five, six, seven and eight bells with the tenor as cover and shall consist of at least 5040 changes rung in any combination of the following, each starting from rounds:
(a) True and complete extents.
(b) Round blocks of two or more extents in which each of the different rows occurs the same number of times.
Peals of Major, Caters, Royal, etc. shall be rung on eight, nine, ten, etc. bells respectively, or on nine, ten, eleven, etc. bells with the tenor as cover and shall consist of at least 5000 true changes.
Peals of “Minimus and Doubles”, “Doubles and Minor”, and “Minor and Triples” shall be rung on five, six and seven bells respectively, with the tenor as cover when ringing the lower stage and shall consist of at least 5040 changes rung in any combination of round blocks as permitted in 1. above.
Peals of “Triples and Major”, “Major and Caters”, “Caters and Royal”, etc. shall be rung on eight, nine, ten, etc. bells respectively, with the tenor as cover when ringing the lower stage and shall consist of at least 5000 true changes.’”
After an amendment, proposed by P. J. Sanderson and seconded by R. J. Johnston, that the words “Peals of Minimus shall only be rung on tower bells” had been agreed, the motion, thus amended, was passed.

There was an inconclusive discussion of the need or otherwise for ringing societies using computers for administrative purposes to register under the Data Protection Act, during the course of which Mr. W. B. Cartwright offered to discuss the legal aspects with Mr. R. J. Cooles and perhaps take Counsel’s opinion.

It was noted that invitations had been received for 1990 (from the Bath & Wells Diocesan Association), 1991 (College Youths) and 1999 (Lincoln District Guild).
On behalf of the Council the President thanked the officers and members of the Surrey Association, the Archdeacon, Rector and Mayor and Mayoress of Reigate, the authorities at Reigate Grammar School, incumbents and ringers who had contributed to the success and enjoyment of the meeting.
