The Hon Secretary (Mr C H Rogers) reported that 69 societies were affiliated to the Council, with 189 representatives. There were eight Life, one ex officio and 24 Honorary members. Subscriptions had been received from all affiliated societies, except the East Derbys. and West Notts. Association. That society’s subscription was thereupon received.

(a) Office of Honorary Treasurer
On behalf of the Administrative Committee, M H D O’Callaghan proposed and M J Church seconded:
“That an office of Honorary Treasurer shall be created and that the Rules shall be amended as follows:
Rule 11(i) to read as follows (new wording underlined): ‘At the Annual Meeting next after each triennial election a President, Vice-President, Honorary Secretary and Honorary Treasurer shall be elected to serve for three years. In the event of the President, Vice-President, Honorary Secretary or Honorary Treasurer vacating office before the expiration of the three years, the ensuing meeting shall elect a member to fill the vacancy for the remainder of the period. The retiring President, Vice-President, Honorary Secretary and Honorary Treasurer shall be eligible for re-election at the expiration of their term of office. The President shall retire from the chair immediately a successor in office is elected, but the Honorary Secretary and Honorary Treasurer shall continue in office until the business of the meeting is concluded. All nominations for these offices shall be sent to the Honorary Secretary, signed by two members of the Council, not less than two calendar months previous to the meeting, and such nominations shall appear on the agenda paper.’
Rule 11(ii): Delete ‘and’ and insert ‘and Honorary Treasurer’ after ‘Secretary’.

“That the affiliation fee be increased to £10 per representative as from 1 January 1996.”

(c) The Library
On behalf of the Library Committee, Miss J Sanderson proposed and J C Eisel seconded:
“That Rule 15(xiii) (Terms of reference of the Library Committee) be amended to read as follows:
‘To be responsible for the care and maintenance of the Council’s Library, to continue to build both a printed and manuscript archive, and to make its resources available to present and future users.’”

(d) The extension of principles
On behalf of the Methods Committee, A P Smith proposed and R Bailey seconded:
“That Decision (E) D.2 be amended by numbering the existing sub-paragraph (a) and adding the following new sub-paragraph:
(b) Where a principle has a distinct reverse, both principles shall have the same name, one with the prefix ‘Reverse’ in the title.
That Decision (E) D.4 be amended by adding the following new sub-paragraphs:
(c) For principles the relationship must cover an indefinite number of stages.
(d) The extension of the reverse of a principle shall be the reverse of the extension of the principle.
That Decision (G) be amended by adding the following new Part:
C. Extension of principles by an even number of stages
1. Formula
(a) The length of the division remains constant.
(b) Places at lead and any further places adjacent to them remain static with respect to the lead.
(c) Places at lie and any further places adjacent to them remain static with respect to the lie.
(d) Either all other places remain static with respect to the lead or all other places remain static with respect to the lie.
(e) Wherever the parent has a bell making more than two consecutive blows in the same position, this characteristic must be retained in all extensions.”

14. Rescue Fund for Redundant Bells:

The invitation, previously reported, from the Lincoln Dio. Guild for the Council to meet in its area in 1999 was accepted.
(i) The President announced that the collection at the Corporate Communion Service that morning would be put to the Wilton bell fund.
(ii) P R J Barnes asked that requests to university societies asking for the number of members who had taken part in society activities during a year should be sent out at the beginning of the year in question.
