Minutes of 1965 Meeting

MINUTES of the Third Session of the Twenty-fifth Council (68th annual meeting) held in the Town Hall, Northampton, on Whitsun Tuesday, June 8th, 1965.

A welcome was extended to the Council by the Mayor, Councillor D. Wilson, the Lord Bishop of Peterborough, Dr. Cyril Eastaugh, and by the president, Canon G. F. Turner, and the Master, Mr. J. H. Bluff, of the Peterborough Diocesan Guild.

REPORT AS TO MEMBERSHIP

The hon. secretary reported that 60 Societies were affiliated with 165 members. The rules provided for 24 honorary members and there were seven life members, making a total possible membership of 196. There were five vacancies among honorary members and two among representative members. All subscriptions had been paid.

The secretary was instructed to convey the congratulations of the members to Mrs. G. W. Fletcher on completing 50 years’ membership of the Council, and their regret that illness prevented her from being present.

PRESENTATION OF NEW MEMBERS TO THE PRESIDENT

ELECTION OF LIFE MEMBER

Mr. J. F. Smallwood was elected, proposed on behalf of the Standing Committee by Mr. F. W. Perrens, seconded by Mr. E. A. Barnett.

ELECTION OF HONORARY MEMBERS

The retiring members, Mrs. O. D. Barnett and Messrs. F. I. Hairs, C. K. Lewis, W. A. Osborn, A. J. Pitman and H. L. Roper, were re-elected, together with Messrs. B. Austin and F. E. Collins, proposed by Mr. F. Sharpe, seconded by Mr. J. Freeman. Mr. J. Betjeman was elected, proposed on behalf of the Standing Committee by Mr. E. A. Barnett, seconded by Mr. T. J. Lock.

LOSS OF MEMBERS THROUGH DEATH

MINUTES OF THE LAST MEETING

The minutes as published in “The Ringing World” of March 19th, 1965, were adopted, proposed by Mr. E. A. Barnett, seconded by Mr. F. Sharpe.

Arising from the minutes, the hon. secretary reported that the Southwell Diocesan Guild had asked the conductor of a peal of Burslem Delight Major to change its name.

AMENDMENT OF DECISIONS

On the proposition of Mr. C. K. Lewis, seconded by Mr. E. A. Barnett, item (iii) in Section D (2) of the Council’s Decisions (Conditions Required for Peals - Peals of Doubles) was amended to read.

“Twelve-scores known as Morris’s, Pitman’s and Price’s.”

MOTIONS

(a) With the Council’s permission, a motion standing in the names of the Rev. J. G. M. Scott and Mr. N. Mallett was withdrawn.

(b) Proposed by Mr. R. B. Morris, seconded by Mr. B. D. Threlfall:

“That this Council recommends its affiliated territorial associations to discontinue the election of non-resident life members or their equivalent.”

An amendment to substitute the word “review” for “discontinue” was lost, and the motion was subsequently withdrawn.

PLACE OF FUTURE MEETINGS

Invitations from the Bath and Wells Diocesan Association to visit Somerset in 1966 and from the Southwell Diocesan Guild to visit Nottingham in 1967 were accepted with gratitude on the proposition of Mr. F. Sharpe, seconded by Mr. W. Ayre. The Council took note that in 1967 Whitsun would not be a public holiday but decided on the proposition of Mr. R. Leigh, seconded by Mr. T. J. Lock, to leave the date of the 1967 meeting until next year. The hon. secretary stated the Standing Committee recommended that the Council should express a wish to visit London in 1968.

VOTES OF THANKS

On the motion of the president, the thanks of the Council were expressed to the Mayor of Northampton, the Bishop of Peterborough, and the president and Master of the Peterborough Diocesan Guild for their welcome; to the Vicar of All Saints’, Northampton, for the use of his church for the Holy Communion service; to the officers of the Peterborough Diocesan Guild, in particular the secretary, Mr. E. Billings, for local arrangements; and to local incumbents and tower-keepers for the use of their bells.

After the meeting the members were the guests at tea of the Mayor and Corporation of Northampton.
