The Hon. Secretary (Mr. C. A. Wratten) reported that 66 societies were affiliated, with 173 representative members on the Council. There were nine Life members, and 22 Honorary members (of 24 allowed under the Rules). Possible membership was thus 206, and actual membership 204. All subscriptions except those of the Derby Diocesan Association and the Leeds University Society had been paid. (Secretary’s note: both subscriptions were subsequently received.)
Apologies for absence had been received from Messrs J. Freeman (Life), R. H. Dove and D. Hughes (Honorary), and Mrs. A. B. Speed and Messrs J. L. Girt, R. E. Hardy, F. J. Matthews, R. C. Whiting and A. T. Wingate (representative members).
The Cumbrian Association was proposed by Mr. J. T. Shepard and formally seconded by the Hon. Secretary, but failed to obtain the required two-thirds support.
The St. Agatha’s Guild was proposed by Mr. P. L. J. Matthews and seconded by Mrs. G. W. Davis, but it was agreed, on the proposition of Mrs. M. J. Wilkinson, seconded by Dr. J. C. Baldwin, that the motion be not put.
The President (the Revd. J. G. M. Scott) welcomed Messrs A. E. Bagworth, A. P. S. Berry, and D. G. Thorne (Honorary members), W. F. Gibbons (Chester), J. G. Burton (N. Staffordshire), T. F. Collins (Salisbury), and A. R. Lewis (Swansea & Brecon).
Miss D. E. Colgate was elected a Life Member of the Council on the nomination of Mrs. C. Higby, seconded by Mr. C. W. Denyer.
Mrs. O. D. Barnett and Messrs H. Chant, R. J. Cooles, D. E. House, C. K. Lewis, J. R. Mayne, M. H. D. O’Callaghan, and P. Sotheran were elected.

Border, and that the wording be amended to “and send it to The Ringing World within a month of ringing”, proposed by T. F. Collins and seconded by R. A. Grant) had been defeated.
On behalf of the Methods Committee, M. C. W. Sherwood proposed and F. T. Blagrove seconded,
“That Decision (E) C, sub-section (a) be altered by deleting the second paragraph.”
The motion was passed.
An invitation from the St. Martin’s Guild for the Diocese of Birmingham for the Council to hold its 1989 meeting in Birmingham was noted.
A questionnaire having been given to members to elicit their views on the arrangement of the “Council weekend”, for subsequent consideration by the Administrative Committee, Mr. G. W. Massey urged the Committee to reconsider its plan of compressing the business of the weekend into two days.
On behalf of the Council the President thanked the Lichfield Archdeaconry Society for its arrangements, and the Bishops of Lichfield and Wolverhampton, the Archdeacon of Lichfield, Canon Rutt and the staff of Lichfield Cathedral for their welcome.
